We identified a known issue affecting some automatic Umbraco Cloud upgrades. An issue can cause an upgrade to become stuck without receiving a completion status. The upgrade itself does not fail, but the activity continues running, leaving the environment marked as Busy and preventing further operations.
The underlying issue has been fixed. The fix stops new cases from happening. It does not clear projects that are already affected, so a project that became stuck before the fix was released stays stuck until the activity is cancelled for you. See What to do below.
What to look for
If:
An upgrade appears stuck and never reports as finished.
The environment is marked as Busy.
Deployments or other operations cannot start.
Restarting the environment does not clear it.
…it is likely this known issue.
Why the environment stays busy
On the affected projects the automatic upgrade failed some time ago, but it failed in a way that never sent an update back to the activity. The activity is therefore still waiting for a response that will never arrive, so it keeps running and holds the environment in a busy state.
Because it is the activity itself that needs clearing, the usual remedies for a blocked deployment do not apply here. Restarting the environment does not end the activity, and there is usually no leftover lock marker in Kudu to delete. The activity has to be cancelled, and that is done by an Umbraco support agent from our side.
What to do
Reach out to Umbraco Support and ask us to cancel the stuck activity. If you are already in a conversation with Umboto, ask to be transferred to a human agent.

Which environment is affected.
Roughly how long the upgrade has been running.
Whether you have already tried restarting the environment.
What is coming next
A further update is planned that will add a nightly task to automatically cancel activities that have been running for too long, so they stop blocking environments in this way. Until that is released, stuck activities are cancelled manually by our support agents.
