Summary
The number of environments an Umbraco Cloud project can have depends on the plan. Each plan includes a set number of environments, and you can add one more at extra cost, up to the plan's maximum.
For example, a Standard plan includes two environments (Development + Live). A third environment (Staging or Flexible) can be added, but it is not included in the plan and costs extra.

If you see a payment prompt when you add an environment, your project is already using all the environments included in its plan. The new environment is billed on top of your plan. You can't go beyond the plan's maximum.
Enterprise plans are arranged individually. If you need a setup beyond what Professional allows, contact us.
About the fourth environment
On Professional, the additional environment is a flexible environment, not another standard one. This matters for how you can use it:
A flexible environment sits outside the normal left-to-right deployment flow. It attaches to a single mainline environment and is intended for parallel development, hotfixes, and custom workflows.
Only one flexible environment is allowed per project, regardless of plan.
Requirements for a flexible environment
Umbraco 10 or later
Umbraco Deploy 10.4.1+, 13.3.0+, or 14.2.0+
Available on credit card or credit-funded projects. Not available for Heartcore projects.
