Summary
The number of environments an Umbraco Cloud project can have depends on the plan. On a Professional plan the maximum is four: three included, plus a fourth that can be added at extra cost.
Environments per plan

On a Professional plan, three environments are included in the subscription. The fourth is added at extra cost, and four is the maximum for that plan — a Professional project cannot have more than four.
Enterprise plans are arranged individually. If you need a setup beyond what Professional allows, contact us.
About the fourth environment
On Professional, the additional environment is a flexible environment, not another standard one. This matters for how you can use it:
A flexible environment sits outside the normal left-to-right deployment flow. It attaches to a single mainline environment and is intended for parallel development, hotfixes, and custom workflows.
Only one flexible environment is allowed per project, regardless of plan.
Requirements for a flexible environment
Umbraco 10 or later
Umbraco Deploy 10.4.1+, 13.3.0+, or 14.2.0+
Available on credit card or credit-funded projects. Not available for Heartcore projects.
